Tim Pape’s Tuesday night: “You are asking this Council to trust you, we have a fiduciary duty to our constituencies to not trust you”
Tuesday afternoon I has this to say..
I think it was more than naïve. To award this to any entity just because they’re local is beyond naïve – it would be a blatant disregard of the fiduciary responsibility the city/county has to its citizenry.
It’s nice to know that not only does Pat White use this Blog for show-prep, so does Tim Pape. Maybe I’m just flattering myself.
If City Council stops the process of awarding the IT contract, the city’s ability to collaborate with the county may indeed fall apart. The county has intensely scrutinized the process just as Clarke and Howard did. Both have invested 100′s of man hours, and they approved this process unanimously.
Don’t approve it, and we will have to extend the current contract with a hostile ACS (who has already relocated key personnel and is relocating other staff) for an indefinite period of time. Then we will have to return to 8 separate bidders again, basically telling them that the selection process, oral interviews, etc were not legitimate and invalidate over 6 months of work. Boy, we’ll really have credibility with those vendors.
Then we have to re-bid in the hopes that someone qualified will actually show up. You can bet your ass Goldner’s plant Stacy Smith will be there. Many of the national vendors will not show up. We’re just giving Karen’s pals the loser a second go at it. For the record, Smith’s company Prairie Quest has only four employees here, and that includes her.
At the end of the day, all that has been accomplished is we’ve created a directed and non-competitive outcome that satisfies the needs and wants of Goldner and her pal.

If Mr. Clarke spent “110′s of man hours” in the review of this contract, it sure did not show in his attempt to avoid answering a rather simple question about employee retention.
“Boy, we’ll really have credibility with those vendors.” And sir, who will we have to thank for that?
The creitability appears to have gone out the door in an 9 minute video clip. I’ll bet the ATOS rep at the meeting was biting his lip.
Since this contract will, most likey be signed sealed and delivered at the next council meeting, only time will tell if the taxpayers have been shafted once again.

PQC has operations located in 4 states. Our headquarters is in Fort Wayne and our office here is primarily back office administration to the other sites but we also have employees that work at customer sites in the region. Beyond that, we have been working to build up our work in this region hence the recent marketing campaign and the education programs that we’ve put on. Becuase of that hard work, we recently won a large project that will add an additional 12 jobs over the next year. These are all high tech jobs and we’re hopeful to bring back to Fort Wayne some of the graduates that have felt the need to leave.
