I have a theory, well maybe not a theory.. it’s based on things I’ve heard from more than one source.
This Friday there will be a significant amount of *new* candidates running for precinct committeemen on the Allen County GOP ticket. The rumblings I’ve heard all lean towards the same theme, that it’s time for new leadership. Some of them may be hedging their bets on rules of the Indiana GOP state party rules, which state the following. Please read carefully, or go the the link above and read all of it before commenting.
Rule 2-2. The Precinct Committee shall be composed of the precinct committeeman
and the precinct vice-committeeman. There is not a gender rule for precinct
committeemen or vice precinct committeemen.[...]
Rule 2-4. If two (2) or more candidates for the office of precinct committeeman in
any precinct have an equal and the highest number of votes cast for that office, the
tie shall be decided by the four (4) officers of the County Committee. Only persons
whose votes were tied as certified by the County Election Board may be eligible for
election by the officers. The one (1) receiving the majority of votes cast by the
county officers shall be declared elected to that office.[...]
Rule 3-4. The County Committee is composed of the precinct committeemen and
the precinct vice-committeemen of the election precincts of the county. It is
imperative that these lists are kept current by the County Chairman or the County
Secretary pursuant to Rule 3-21. Only those whose names appear on the official list
maintained by the State Committee Secretary thirty (30) days prior to a caucus shall
be eligible to participate in a caucus. (See Rule 3-7 for reorganization eligibility)[...]
Rule 3-5. All ward chairmen, all ward vice-chairmen, all township chairmen, all
township vice-chairmen, and other like positions, where created, are members of the
county organization, and shall be appointed by the Chairman of the County
Committee. These officials, when appointed, serve as non-voting members of the
County Committee, at the discretion of the County Chairman, and shall be
permitted to take part in all discussion. The County Chairman shall have full power
to fill vacancies in the positions set out in this Rule.[...]
Rule 3-28. A vacancy in the offices of County Chairman, County Vice-Chairman,
County Secretary, and County Treasurer may occur by death, resignation, removal,
or incapacity of the officer, or if the officer ceases to be a resident or qualified voter
in the county.[...]
Rule 3-30. If the office of County Chairman becomes vacant due to death,
resignation, removal, or incapacity, or because the Chairman ceases to be a
qualified voter or resident of the County, the County Vice-Chairman serves as
acting County Chairman until the vacancy is filled under these Rules. If there is no
County Vice-Chairman, then the County Secretary serves as acting County
Chairman until the vacancy is filled under these rules. If there are vacancies in the
office of Chairman, Vice-Chairman, and Secretary, the County Treasurer serves as
acting Chairman until the vacancy is filled under these rules. If there is a vacancy in
all four (4) offices, the State Chairman may appoint an acting Chairman who serves
until the vacancy in the office of Chairman is filled under these rules.Rule 3-31. A person serving as acting County Chairman under Rule 3-30 has the
same authority and duties as the individual who previously served as County
Chairman.The important stuff.
Rule 3-42. A meeting of the County Committee may be convened at any other time
upon call of the County Chairman, or upon written notice signed by not less than
twenty-five per cent (25%) of the members of the County committee (whether
elected or appointed). If a meeting is called by members of the committee, it must be called within twenty (20) days from the date the first signature is obtained. A
written notice, signed by each member joining in the call, shall be given to every
member and officer at least ten (10) days in advance of such meeting. The notice
shall state the purpose for which the meeting is called.Rule 3-43. (a) At a meeting called under Rule 3-42, a member of the County
Committee may make a motion to call for a special meeting to consider the removal
of one or more officers of the County Committee, who must be specifically identified
in the motion. This motion, if seconded, must be taken under consideration
immediately by the County Committee.(b) If the motion is adopted by a majority of those present, the County
Committee shall convene at a date, time, and location set under Rule 3-45(b). The
County Secretary shall file a written notice of the need for a special meeting with the
Secretary of the State Committee no later than seven (7) days after the adoption of
this motion.(c) If the motion fails, the County Committee shall be prohibited from
considering removal of the officer in question for at least one hundred and eighty
(180) days or until the next reorganization, whichever comes first.[...]
Rule 3-44. If a special meeting is held pursuant to a motion adopted under Rule 3-
43, a motion to remove a County Committee officer requires a vote by two-thirds
(2/3) of the eligible precinct committeemen and vice-committeemen to be adopted.
My spin on this is simple. I believe that certain factions within the GOP party are going to attempt to take over the County Committee and ultimately remove the chairman. That may happen in June, or it may happen next March. I’ve been informed that this Friday, February 22nd there will be a significant number of candidate filings for precinct committeemen, (just prior to noon) the last day to file. This will not allow time for competing candidates to file.
One leader of a faction group I spoke with claims they have close to 140 candidates slated to file. I’ve also been informed that Mr Shine has his eye on some property in Whitley County and plans to resign in June. I plan on speaking to Steve tomorrow to confirm or deny these issues.
According to my sources, the candidate of choice for the new county chair is Mitch Harper. In my opinion, Mitch Harper would be an excellent choice and may be the individual that can bring the party factions together.

I think i’ll go to the rescue mission on superior street, and find 140 homeless men, and pay them all $10 to run for ofice- hey- the govt is hiring, all the jobs pay more than 50k( except county council- sorry $8 hr). no requirements needed- breathing and warm will do. OJT, full benefits-PERF, health insurance, vacation. opportunity for advancment.
Or I wonder if its a bunch of disgruntled pro-lifer fanatics, mad at losing, on the rampage with proverbial pitchforks, and torches? set out to burn the heathens, pagans, pariahs, heretics, witches, at the stake?
god help us all if they gain a foothold.
So i guess if the election board will be clogged, everybody should file thursday, at 3pm? or at 8:01 friday? or just have your paperwork pre-filled out( full list of CFA forms available at indiana secretary of states office), and get your time stamp early?

I’ve been studying my CSI tv shows, and gruesome corpses on the internet? nothing like the smell of roadkill to make you lose your lunch! 40 hrs of basic anatomy, physiology, investigation, paperwork- piece of cake! then arrest the sheriff for crimes related to ilegal gambling!

This “movement” is not about removing Steve Shine. This movement is about bringing liberty to the people. It is not about bestowing power on any individual or group but granting power to the people. It is time that the GOP got back to its root values of social conservativism and economic conservativism (i.e. limited government). I, for one, will not rest until the people are listened to and faith in God is celebrated.
As for me, give me liberty and God bless all with liberty.
After being an active member of the Republican Party for 20 years I’m fed up with the way people are using the party. I’m still confused, is KN a R or a D? After his stunt with Henry, he still is claiming he is a R.
I’m leaving the party and becoming an independent… or maybe I should convert back and forth depending on which gives me the most money.
John, leaving the party isn’t the answer. Every time a conservative gives up his/her seat at the table, so to speak, a psuedo-moderate Transtlation: liberal) slides in to exert influence. While I can empathize with your disillusionment, I would remind you that now is the time to reassert the will of the average guy who is tired of watching all levels of government encroach upon our personal liberties and waste our money in the process. You know, the guy who probably works a blue collar job to support a family, worries about government spending, and wishes government thought more like he does. The GOP in Allen County has become a money-driven social club, sacrificing ideology in the process, and has alienated that average guy for the sake of big donations. Don’t get me wrong, I know that money is necessary to fuel the party’s programs, but I’d much rather get it in little increments from an army of true conservatives than in big chunks from a few self-serving special interests seeking to buy influence. We take back our party the same way we take back our government… one candidate at a time with the guts to run for a precinct committee spot, then one vote at a time… with time and commitment, we can restore the party to its roots. I think the average Joe will come back if we make a place for him.
I agree, Jim, wholeheartedly. I think over the past few years, thousands of people fell to the wayside not just locally but nationally and believed the GOP left them. They were misguided that change in the party would happen with out them. What happened because of that is the watered-down version of the GOP, ney I say swing to the left, that we have today.
In order to changing the swing back, those same people will need to take their anger and direct it at the proper leadership to tell them they are wrong for embracing the wrong ideals across the country.
Change begins at home.
There may be more than one coup going on here. Is the GOP being snowballed by enthusiam of RINO’? Isn’t it interesting there are several Libertarian, uh I mean Ron Paul, supporters in the precinct filings this year?
The local leader of a large Ron Paul group (Melissa Lineberry) and several Libertarians’ names appear on the filing list. That was a strategy outlined in the Meet-up meetings to overtake the delegate spots to get Ron Paul elected in Indiana in spite of true Republican wishes. They knew that once they got to the state no one would have to make them vote for the people’s choice. They paid their $50, reportedly, and got to call themselves Republicans for a day.
Whose job is it to challenge names? What is the criteria? Does anyone know who the RINO’s are?
