City Councilman John Crawford followed up as promised today and called me back regarding sex offenders in Allen County and Halloween. I had suggested that perhaps Fort Wayne City Council look a law that Maryland enacted that requires signs that say “No Candy at This Residence” to be posted on Halloween outside the homes of registered sex offenders.

Allen County goes one step better. They round-up all of the sex offenders that are still on probation and take them to an undisclosed location during trick-or-treat hours. Attendance is mandatory.

The problem is it does not require sex offenders that have completed their probation to attend, and there’s no law that prohibits them from handing out candy.

Armstrong was released in November of 1999 after serving two years for two counts of child molesting. He was given two years’ probation which ended in 2001. There’s nothing stopping him from decorating his house and handing out candy.
